Welcome to the Town of Franklin's Code Enforcement Department.

Angela has proudly served as the Town’s Code Enforcement Officer since 2024. A native West Virginian with roots in the Appalachian coal mining region, she brings a deep appreciation for resilience, service, and local values. With a professional background in project management and previous experience with the North Carolina Division of Motor Vehicles, Angela has developed skills in customer service, regulatory compliance, problem-solving, and working collaboratively with the public.

Currently a senior pursuing a Bachelor of Science in Public Administration, she is committed to expanding knowledge of local government, leadership, and public policy. Angela strives to enhance the quality of life for residents while helping maintain a safe, attractive, and welcoming community. Angela received her Certified Zoning Official designation in June 2026.

The Town of Franklin Code Enforcement Officer makes sure residents and businesses follow proper laws and ordinances. Duties include applying and enforcing the code of ordinances for the Town of Franklin including Sign ordinance, Minimum Housing ordinance, Nuisance Ordinance, Animal Ordinance and Abandoned & Junk Vehicle Ordinance.

Code Enforcement also performs inspections to ensure compliance with the code of ordinances, and checking for violations following complaints. The code enforcement officer takes appropriate enforcement action when violations and / or fines have not been resolved by the offender
