BILL DEALPublic Works Director

Bill Deal is Public Works Director for the Town of Franklin. A native of Macon County, he is a graduate of Franklin High School and North Carolina State University.

Bill has been employed by the Town of Franklin since 2003 and promoted to his present position in 2015. He is a a Grade 4 Biological Wastewater Operator and a Grade 3 Pretreatment Specialist. Deal has also obtained a Grade 1 Collections Certification, a Grade 1 Physical Chemical Certification, a Level 1 Wastewater Laboratory Certification, and C-Surface Certification.

Welcome to the Town of Franklin's Streets Department.

The Streets Department maintains sidewalks and several streets within the city limits. They oversee ADA plans, CIP plan, long arm, decorations, street sweeping, and paving schedules.

Crews remove snow in the winter and mow, edge and weed all Town owned properties in season.

Town of Franklin, NC Brush / Leaf Pick Up

The Town of Franklin offers our residents within the Town limits, the convenience of a Brush & Leaf Pick Up service. Residents should contact Town Hall at 828-524-2516 to inform of the need for a pick up.

All Brush and Leaf debris must be located at the edge of the street by 7:00 A.M. on the Monday of that week’s pick up.

The rates and guidelines are as follows:

BRUSH:

- Pieces cut longer than 10 feet will not be accepted

- Pieces that are more than 4 inches in diameter will not be accepted

- Brush should be placed in an orderly stack

- Brush must not be placed under any telephone, cable, power wires or other trees

- Brush must not be placed against walls, fences or mailboxes

- Brush must not be placed on water, telephone or cable boxes

- Brush must be cut and placed out at the curb, but not in the street or on the sidewalk by homeowner/tenant (no contract work). Contractors should remove brush at the time service is provided.

- Brush collection is designed for pruning and general cleanup around one's property. It is not designed for land clearing, tree, trunk, and stump removal.

- Items should be no heavier than two individuals can lift

- Free pick up of one (1) load annually (January – December)

- Additional loads within the year- $50.00

LEAVES:

- Leaves must NOT be bagged

- Leaves should be raked to the edge of the street, but not onto the sidewalk or in the street

- Leaf piles must be free of sticks, limbs or other debris

- Leaf piles should not be placed on water, telephone or cable boxes

- Free pick up of one (1) load annually (January – December)

- Additional loads within the year - $50.00
