Request for Bids for Construction of Fire Substation
Sealed bids will be received by Town of Franklin, Macon County, North Carolina, hereinafter referred to as the Owner, for the construction of a fire substation. All bids shall be sealed in an envelope marked “Sealed Bid for Fire Substation Project” and shall be returned to the Franklin Town Manager, 95 East Main Street, Franklin, North Carolina 28734 before 2:00 p.m. on Thursday October 1, 2020. Immediately thereafter, all bids will be publicly opened and read in the Town Council Board Room in the Town Hall Facility at 95 East Main Street, Franklin, North Carolina 28734.
This project shall be bid as a single-prime contract and all bids shall be submitted in compliance with N.C.G.S. 143-128. Complete plans, specifications, and contract and bid documents, hereinafter referred to as the Bidding Documents, will be available September 2, 2020, and may be obtained by appointment only at the office of Ritter Architecture PA, the Architect for the Project, at 312 East Dogwood Drive, Franklin, NC 28734, telephone number (828) 369-6611. Contacts for appointments with the Architect shall not be made before September 2, 2020.
A deposit of $100 for the first set and $50 for each additional set of Bidding Documents requested by a Bidder shall be required. Checks for deposits shall be made to Town of Franklin. All deposits for the first set of Bidding Documents will be refunded to bona fide Bidders who return the Bidding Documents to the Owner in good condition within ten days after the opening of bids and also to the Bidder awarded the contract. No refunds shall be made for deposits made for additional sets of Bidding Documents.
Each bid shall be accompanied by a cash deposit or a certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than 5% of the bid or a bid bond of not less than 5% of the bid executed by a surety authorized to execute such bonds in North Carolina. The deposits and surety shall be made payable to the Owner and shall be retained by the Owner as liquidated damages in the event the successful Bidder fails to properly execute the contract within 10 days after the award or fails to give satisfactory surety as required by law. A bid may be withdrawn and the Owner may allow withdrawal of a bid without forfeiture of the bid security only as provided in N.C.G.S. 143-129.1.
By submitting a bid, the Bidder certifies that it has under its direct control or at its disposal the labor, equipment, and materials required for completing the work as specified. Lack of such control or availability of the necessary labor, equipment or materials shall constitute failure to perform the contract. Performance, Labor and Materials Payment Bonds shall be required for 100% of the contract amount with a surety or sureties authorized to execute such bonds in North Carolina. Bidders must be properly licensed and the provisions of Chapter 87 of the North Carolina General Statutes will apply to the award of the contract. As per N.C.G.S. 143-129, the Town Council reserves the right to reject any of all proposals.
It is the policy of the Town of Franklin not to discriminate on the basis of race, color, gender or national origin in the award or performance of any contract and this contract shall not be awarded to any Bidder found to practice such discrimination. All qualified firms are encouraged to submit bids. All Bidders are required to undertake good faith efforts to achieve minority business participation goals as prescribed in N.C.G.S. 143-128.2(f).

Hazard Mitigation Plan Survey
Macon and Clay Counties, the Towns of Franklin, Hayesville and Highlands, along with other participating stakeholders, are now working to update the region’s multi-jurisdictional Hazard Mitigation Plan. The purpose of this Plan is to identify and assess our community’s natural hazard risks and determine how to best minimize or manage those risks. Upon completion, the Plan will represent a comprehensive multi-jurisdictional Hazard Mitigation Plan for the two-county region.
This survey questionnaire provides an opportunity for you to share your opinions and participate in the mitigation planning process. The information you provide will help us better understand your hazard concerns and can lead to mitigation activities that should help lessen the impact of future hazard events. Town Planning Board/Board of Adjustment Vacancies
The Town of Franklin is currently seeking to fill one vacancy on the Town Planning Board/Board of Adjustment. The Town is looking for an alternate ETJ resident to serve as a representative on this board that serves on both the Planning board and the Board of Adjustment. The Board of Adjustment meets the 2nd Monday of every month at 4:00 p.m. and the Planning Board meets the 3rd Monday of every month at 4:00 p.m. The meetings are held in the Town Hall Board Room. A time commitment of approximately 2 hours a month is necessary. A resume and current address is required. Planning Board & Board of Adjustment Members
The Planning Board is an advisory board to the Town of Franklin, NC Board of Aldermen. The planning board reviews rezoning requests, text amendments and special use permits that require planning board comments.
The Board of Adjustment preforms quasi-judicial hearings for variance and appeal requests for Town of Franklin ordinances.
MEMBERSHIP: Seven total members; five (5) Town (T), and two (2) ETJ (E), plus one (1) alternate each.
